Since mid-2021, the Autonomous Administration of the Democratic Union Party (PYD) has taken the first practical step to reformulate and restore the primitive social contract that the party approved in the areas under its control in 2014, and later amended in 2018.


Because such a move is considered as one of the most important steps taken by the PYD to legitimize its existence and the de-facto authority that it exercises in its self-management areas, this report sheds light on the full details of this step, its mechanisms, and the party’s objectives. The report also outlines the opportunities and obstacles that stand in the way of such a step's success, while addressing the expected effects upon implementation.
